Charles Thomas "C.T." Payne, 64, of Wills Point, Texas, passed away on February 6, 2024. He was born on June 2, 1959, in Kaufman, Texas, to Betty Payne and the late A. H. "Little Man" Payne.

Charles was a loving husband to his wife, Rita Payne, whom he married on February 4, 1983, in Durant, Oklahoma

Charles had a fulfilling career as a bomb technician and controlled explosives specialist with the Garland Police Department, where he was highly respected and nationally recognized. He retired from the department in 2016. He was a proud member of the Texas Tactical Police Officers Association, Garland Police Officers Association, and IABTA.

Outside of his career, Charles enjoyed farming, working with his hands, and spending time with his grandchildren. He had a passion for the country life and took pleasure in raising pygmy goats and baling hay. Charles was known for his humor, intelligence, and loving nature.

He was a devoted father to his son, Charles Thomas Payne II, and his wife, Allison, and his daughter, Brittany Bennett, and her husband, Nick Bennett. Charles was also a cherished grandfather to his three grandchildren, Charles Thomas Payne III, Alivia Payne, and Kinley Bennett. He is survived by his mother, Betty Payne, his brothers, John Payne and wife, Karen, and Anthony Payne and wife, Pam, his sister, Linda Payne, and his brother-in-law, Alan Richman and wife, Rhonda.

Charles was preceded in death by his father, A. H. "Little Man" Payne, grandparents C.M. and Ollie Payne, and Charles and Mary Wood, and niece, Amanda Payne.

A Celebration of Life for Charles Thomas Payne will be held on Friday, February 9, 2024, at 2:00 p.m. at Mullin-Fuller Funeral Home in Wills Point, Texas. A visitation will be held one hour prior to the service at 1:00 p.m.

In lieu of flowers the family is requesting donations to be made to the Garland Police Never Walk Alone Foundation.
